Clarification from DES on status of posts in special schools

AS a result of many queries to the office, NABMSE sought claification from the DES regarding the status of new teaching appointments in special schools.

 Clarification as follows:

  • If there is a surplus permanent teacher on a redeployment panel within 45 kms of a Special School that has a vacancy, then the vacancy is filled on a permanent basis through the redeployment of the surplus permanent teacher. Absences in respect of Career Breaks, secondments etc., are covered through the employment of a fixed term (temporary) teacher.

  • If there is no permanent teacher awaiting redeployment through redeployment panels then the vacancy is to be considered to be fixed term (temporary) and should be filled in the normal manner.

Please note that there are now teachers on the Main Special Panel awaiting redeployment.

They have clarified that this applies to new posts and replacement of teachers ( of permanent or fixed term status.) They have stated that this position is been taken as a result of the review of staffing of special schools which commenced under Circular 038/2010 in the 2010/2011 academic year.

Information on the Special National Panel can be obtained from the Department’s Primary LSRT Section. Information on main panels is available from Primary Allocations Section or local panel operators.
