On 24th November 2010, the Tánaiste and Minister for Education and Skills, Ms. Mary Coughlan T.D. outlined the expenditure measures for her Department contained in the National Recovery Plan. She stated that the ‘Government had gone as far as it could to protect front line education services over the four years of the plan. She said that while difficult choices had to be made to identify savings across her Department’s remit, the Government recognised the critical Importance of the education and skills sector as the engine of Ireland’s recovery and future prospects’.
Below are details on reduction in teacher numbers to take effect in the 2010/2011 school year:
€24m in savings (€94m in 2010) will be achieved by reducing teacher numbers through a combination of measures. These measures will lead to a reduction of up to approx. 1,200 posts in 2011(700 primary posts, 500 post primary) which will be partly offset by the addition of some 875 new posts due to demographics. These measures to reduce teacher posts include:
- Defer provision of 150 extra teachers in September 2011
- Change favourable pupil-teacher ratio(PTR) to the standard PTR for the Leaving Cert Vocational Programme and Gaelscoileanna
- Withdrawal of Resource Teachers for travellers posts at primary level and of equivalent teaching hours for Travellers at post primary level. Transitional arrangements will be put in place for schools with a high concentration of traveller children
- Redeploy existing supernumerary posts in post primary schools from September 2011
- A phased reduction in numbers of Language Support Teachers, through demand driven reduction and if necessary, a change in allocation rules and
- Removal of Rural Co-ordinator teaching posts and of Visiting Teacher Service for Travellers
- Teachers will be redeployed in accordance with the terms of redeployment schemes
Approximately 2,100 teachers(based on 2010 figures) are expected to retire in 2011 and teacher vacancies will continue to be filled.
